Upvote on builds is not IP /auth restrained #1

Any arbitrary user can upvote a build ad infinitum.

Repro steps

  1. go to https://needmorelumber.com/builds. Click Upvote icon.
  2. Refresh, repeat.

Observed: your vote is counted twice Expected: your vote should not be counted
