Fix download path issues since -P gets ignored with -O #13

-P param appears to be ignored by wget when -O is specified, using full path in -O instead

This was causing the build to fail on dockerhub. I figured out how to actually test builds locally, so I shouldn't have any more build failing pull requests in the future :-P
