Tasks to custom milestones

When creating a custom milestone, a new field will be needed: "What is required to complete this milestone?", which translates to an expanding list of tasks (minimum of 1 required).
These tasks will be viewable/editable from the milestone view.
A student must complete all tasks in the list before that milestone is marked as complete.
For now, each of these tasks will apply to every student currently subscribed to that milestone (i.e. no customization of tasks on a person to person basis, yet).

@neelbhat88, you mentioned making the add/edit milestone modals more modular - got any thoughts for this? If this overlaps with any other work coming up, we can probably bang this out sooner rather than later.

Yeah I'm actually going to work on the Testing milestone drop down tomorrow so we can talk more about this tomorrow
