Link Data Points on Graph to the Raw Data Details #811

"Ahh why is S2 zero? Let me click and see why...." <---can't do that right now bc data points don't link anywhere.

This isn't very easy to do right now - 1) We need to see if the graphing library allows us to have links by clicking on data points 2) We need to setup the progress pages so we can go to a specific category page WITH a certain semester selected

2 is doable, #1 will depend on the library and if chartjs doesn't allow

for that then we might have to switch the graphing over to c3js IF c3 gives you the ability set links when you click on data points
