Activate modifiers for real #24

A lot of people have requested actually activating the modifier keys for
real for use in programs like the GIMP rather than just using them when
some other key has been pressed. This is a problem if a special move-window
modifier is used however because it can prevent interaction with the
CellWriter window itself!

The proposed solution is to activate the modifier keys when the cursor is
outside of the CW window and turn them off again when the cursor is within
the CW window bounds.
