support fractional divisions of arbitrary precision #49

Should be able to recursively evaluate 60ths, seconds, thirds... nths.

Fractional divisions should be separated by semicolons following convention in modern scholarship. This probably better than cascading tick marks. In any event, going beyond seconds is likely to be attested only when you get into tables where it is easy to format components for parsing. Note that we will need to include an OUDEN value in order to parse empty places (unlike integral parts).
