[TASK] mark files as executable #1

Hi there, we don't need to make these executable for heroku since heroku will manage the actual buildpack. Is there another reason why you would need these to be executable?

I'm going to close for now (sorry for the extremely late reply, I never saw this notification :() but let me know if there's a use case for this!
