Please review my changes for 10.0.130.

Thanks. I need to make some testing with all the CUDA enabled packages before merging.

There is an unsolved problem with missing build identifiers, required by the recent Fedora releases.

I'm updating to CUDA 10, there is much stuff needed to get a working CUDA 10 environment:
