Translate more strings #810

Fixes #808

Prevents the app from crashing when setting a non-existing locale (e.g. from local storage)
Ensures that i18next is initialized consistently before the t-function is used.
Sets up a Eslint rule that helps finding unstranslated strings.
Finds unstranslated strings, extracts them into English JSON resource.

Next steps: now we need to actually translate these new strings #56
