Add a debugging console to EPGP #367

Write now our debugging information is adhok. Strings get dumped to 
DEFAULT_CHAT_FRAME and 
are enabled disabled per library at will. By providing a central place to dump 
our debug strings with 
a central way nob to enable disable this we can debug EPGP much more easily.

This is fixed in r1085.

/epgp debug will bring up the console.
