Char 'Ç' not suported!

What steps will reproduce the problem?
1.Create a PJ with name like 'Çloud'
2.Try to put o EP or GP. He isn't in list.

What is the expected output? What do you see instead?
Pj with 'ç'  in their name may suported.

What version of the product are you using? What locale is your client (en,
ru, kr, ch, es, tw)? What other addons do you have installed and what
versions?
5.4.6 (locale es (spain))

It works for me. Is the officer note of the particular person not empty?

I try to delete the officer note and then rewrite his EP,GP and works perfectly!
