Standby awards are not reported correctly when EXTRAS_P is not 100

What steps will reproduce the problem?
1.Set EXTRAS_P to something other than 100 (eg 50)
2.Enable standby, have someone get on the standby list
3.Create a mass EP award

What is the expected output? What do you see instead?
Expected: Those on the standby list should see the proper amount of EP
awarded in the announcement channel and whispered to them

Actual: The announcement channel and the whisper show the full value EP
(only the log and actual EP change use the modified EP value for standby)

What version of the product are you using? What locale is your client (en,
ru, kr, ch, es, tw)? What other addons do you have installed and what
versions?
Using v5.4.8, en client (also using EPGPLootmaster)
