Members see their EPGP as 0

What steps will reproduce the problem?
1. /epgp show

What is the expected output? What do you see instead?
Members see all EP showing as 0 and GP as 1 instead of their current EP/GP.

What version of the product are you using? What locale is your client (en,
ru, kr, ch, es, tw)? What other addons do you have installed and what
versions?
en 5.4.9

My error, I forgot to change everyone's permissions in the guild control to see 
their officer notes.
