[API] enable re-verification of a file

Description This PR adds an endpoint to the API that will trigger re-verification of a single file.

• Changes include having verify do the actual re-check, on failure the file_event_log will be updated with the state error
• Integration test step added as well.

How to test

make integrationtest-sda

In the logs for verify you will se a message with re_verify: true
