Convert Applet test harness component to a genericised component, add to `dev-utils` #13

This applies to the applet-test-harness component only (most current version currently in the Todo Applet repo).

For work involved in refactoring / revising Applet entrypoint formats (currently applet-index in the Todo Applet repo), see https://github.com/neighbour-hoods/nh-launcher/issues/73.

Before undertaking this work it may also be advisable to implement a solution for https://github.com/neighbour-hoods/nh-launcher/issues/82 since such utility components could perform the bulk of the heavy lifting required by the development applet-test-harness.
