[x] move dev-util and design-system into a new toplevel directory components
[x] create new toplevel directory lib and initialise new testing-utils module within this directory (following new config detailed in docs/README.md)
[x] adjust various PNPM, NPM, Storybook, Vite, TSconfig files to match on components/**/src/ & lib/**/src/ wherever the old toplevel directories were whitelisted. Storybook should only looking for story files within the components directory.
