Initial Marketplace port to NH Applet

• [ ] add wrapper components for 'test harness' use in HC Launcher / dev mode
• [ ] configure packaging / build pipeline to output NH Launcher artifacts to bundle directory
• [ ] basic styling pass for usability

Various glitches newly manifesting after including Lit components in the build. Some older functionality seems to have unresolved issues.

• [ ] Navigation is broken, appears to be hitting issues with svelte-router. Manifests as "command open_url_cmd not found". Can be worked around by reloading the page after navigating.
• [x] Radio buttons are no longer working and do not appear to be managing bound stores as expected.
• [ ] Using compound form fields for resourceQuantity and effortQuantity does not appear to work as expected. May need to export and set inner value field stores instead.
• [ ] Form state persistence is broken and causes a failure to load the offer creation form after the initial load.
