This is for later. This needs more specification.

In thinking through the replacement for the Matrix I was thinking that every component could be stored independently: the full app block, resource render blocks, happ packages, and eventually sensemaking algorithms.

This would also support having apps being automatically available in the Neighbourhood after installation by the CA.
