Fix copy in config sidebar #170

Copy writing needs changed

Change side panel verbiage
- :x: Neighbourhood -> "${neighbourhood.name} Dashboard"
  - Cannot rename items due to brittle code.
- :x: Sensemaker -> Configuration
  - Cannot rename items due to brittle code.
- [x] move "Roles" to under ~~"Configuration"~~ "Member Management"
- [x] any page that doesn't work should say "Coming soon."
  - it would be cool to say when to expect the feature
    - this would require creating the page objects for each feature and that isn't worth it at this point.
