155 add step when installing applet to optionally add configured dimensions

• Dialog comes up when you have pressed install (currently it is still installing dimensions with the applet install, so when you run this without #185 you will immediately get clashes and can test the UI). Once 185 is merged this clash will not happen for every applet install, only for those with duplicating dimensions.
• Should redirect to the global dimensions config if you click cancel button. This routing is still a bit clunky because it involves manually changing the page property of the nh-global-config page.
• Closes #155

Update on this:

• I am still having the issue with the cloned sensemaker cell which is preventing me from testing the functionality properly.
• Despite this I have done a major refactor for readability, everyyhing should now be more maintainable, easy to understand.
• I will not request a review until I have done some more testing and resolved certain lingering issues, namely: -- The somewhat hacky DOM style editing on the webcomponent table rows was the only way to add extra styles given that the component is encapsulated as a custom element.. I cannot use classes without editing the css in the actual component which is a library (unless I am missing something obvious!). I have commented out the DOM style stuff for now as at any rate we have no design/UX work done. -- I am not sure of the criteria for which I need to flag an inbound dimension as a duplicate... is a deep equal the only way or are we also matching based on dimension range types/values.

Update: @adaburrows

• Functionality back to what it was before the refactor
• Bug hunted and fixed (senemaker.0 cloned cell not found in appInfo - I have added an appInfo call in the updated lifecycle hook of main-dashboard. This is not performant as it gets called too often but will do until we fix state management and this goes away on its own.
• Still require feedback on the previous comment issues. I am blocked on going any further until we decide if those two things are relevant or not.

@adaburrows this is now rebased on develop and ready to merge. had some issues with wiring up the assessments afterwards so I am updating the applets now, let me know if you need the binaries.

I also spent some time fixing the user profile/prompt rendering for each neighbourhood, so now there is no random extra button appearing and you don't have to do a reload when you create profile. Much smoother experience.
