fix naersk build #32

flake pkg social_sensemaker-naersk was broken - this fixes it. mostly it's the allRefs thing, but had to update various lockfiles too.

closes #19.

I just added a PR job which runs the naersk build of sensemaker's DNA. it took 12min on the first run, which is quite slow for a CI check imo. it's possible that caching will speed that up, but I'm not sure.

I'm going to leave it in and we can remove it if it becomes annoying.
