ATIS shouldn't go "updated" when it switches from unavailable to available #200

To reproduce:

  1. Add an ATIS that isn't published yet, e.g. KSEA_ATIS
  2. Publish the ATIS
  3. Wait for it to show up with a letter

Result: It goes orange Expected result: It doesn't go orange
