Revert commit 4664677a4e for solarized-dark.reg

• Committ 4664677a4e made zero effective changes to the scheme other than swapping assignments. (Color assignments of color 00 and color 08 were swapped and ScreenColors to match the new assignment.
• Reverting this commit ensures identical color palettes for both dark and light schemes with the only difference that ScreenColors and PopupColors are swapped for each scheme
• Cleans up extra line space and extra line in solarized-light.reg so both files have matched formatting

Someone else just pointed out to me that Black should be darker then Dark Gray

So instead of reverting 46644677a4e the updated patch fixes the color docs of each scheme and brings the light color palette in sync with the dark palette.
