Make Article Filtering Sticky and Collapsable #10

While scrolling, the Filter by Tag section should stick to the top of the page so it is always in view. Also, this should be collapsable (show/hide it from a button) in order to have more screen real-estate.

could become something like this where when you click a button on the sidebar the filter section slides out

and while scrolling the toolbar would stay in place: image

I like that a lot better. I think the filter is useful and should be around. But I think in it's current/original form it's too big and also pretty ugly. I like having the ability to hide it and make it small and then have it pop up if it's needed.
