Limit Slots By Gender should have Non-binary role option #2911

When you create a game, there's some default bucket templates. The default one for gender is based on Female/Male/Flex. It should default to having a Non-Binary option as well. I think that's what some GMs think Flex covers that and it doesn't.

I think maybe a new preset for "Limited slots by gender (with Non-Binary)" makes more sense, for historic and avoiding confusion reasons. That would be trivial to do, and I'll talk to Alison and her proposal chair about implimenting this for U. (this is a configuration change, not a code change)
