Get rid of .specto and follow XDG folders specification #137

Specto should follow the freedesktop recommandation about configuration
folders : http://standards.freedesktop.org/basedir-spec/latest/ar01s03.html

.specto/cache and specto.log should go in $XDG_CACHE_HOME
.specto/watches.list should go in $XDG_DATA_HOME

Ploum, est-ce toi? :) Honored to see you like specto so much as to file bugs!

Be assured, we already fixed the xdg thing. The only problem is that it's not
released yet (lack of manpower hacking on the code I would say). You could test
Wout's bazaar branch (see the wiki) if you want, though, and that would help 
finding
bugs/regressions in it.
