Specto should handle a corrupted watches.list gracefully #53

Currently there is absolutely no sanity checking done when loading
watches.list, meaning that a slightly corrupted watches.list results in
Specto failing to load for no obvious reason.

Related to issue #37, I think?

I would love a bullet-proof watch list.

I've got a branch of 0.2 on my laptop that has this fixed, I think.  I'll push 
it out
tonight.

The particular case that this bug was about has been fixed.

I'll start work on a more generic, fail-safe config specification/parsing 
system in
Trunk.
