specify the libnotify balloon delay #7

It could be interesting to be able to set the time for which balloons stay
displayed when a watch is updated.

The code already allows this very easily, you just have to add a parameter in
watch.py when you use NotificationToast(blahblah, icon, x, y, 
the_delay_you_want_to_have)
