blocked scanlators prevent update with "Skip manga with unread chapters(s)" #1735

Steps to reproduce

block scanlator
add manga with chapters by this scanlator to library
mark all chapters as read
update library
manga appears in log under "! Skipped because series has unread chapters"

Expected behavior

manga without visible unread chapters should be updated

Actual behavior

manga isn't updated when chapters when blocked scanlators are unread
