Decadal averages in plot summaries.

Can't do math in hover templates. Could have value paired with label. Label all points with average in decade, could do. Estimate for decadal averages: 3 with potential for trial and error. Possibly more because change would need to echo in islands and AK.

Just decades: 2020s 2030s, etc
