Write documentation for installing & configuring the module on the live site #36

The steps -- as I currently know them -- are as follows:

  1. Enable the module
  2. Have security team decide on permissions and set them
  3. Add breadcrumbs to the pages
  4. Edit Maps & Data submenu to add Data Snapshots
  5. Set up taxonomy terms for frequency & themes
  6. Have Editors create Data Source nodes
  7. Import Data Snapshot nodes
