Change name at top of description #39

Currently, the headline of the description is populated with the snapshot prefix name and a computer-formatted date. For example: tempanomaly-monthly-nnvl for 2006-01-00

This should be changed to the Public Name for Dataset and a traditional date format. For example: Monthly Temperature Anomaly, January 2006
