Change url pattern for Snapshots #60

Currently the pattern is:

BASE_URL/data-snapshot/{machine_name}-{ptk}-{stk}?theme={theme}

Since the base url as I understand it is to be something along the lines of snapshots.climate.gov the data-snapshot/ section should be taken out of the pattern. This will fix an issue since the front page is not able to set the links to have this section and will also reduce redundancy of the naming.

This is an issue which can be easily resolved either on our end or by Charlie once the final url patterns are decided upon.
