Layer stacking issue #55

In the Forest Disturbance Detection Maps (MODIS NRT) section NDVI layers are not showing in correct order as they are activated. They should be stacked in the order that they show in the menu e.g. first in list first on view stack of map. Instead they are stacked in the order in which they are turned on which is not the preferred stacking view order.

Potentially related issue steps-to-recreate reported:

(1) I opened http://rain.nemac.org/~derek/fswms/html/view/ol/ (2) I turned on a recent (non-default) ForWarn change raster (3) I turned on Physiography/GAP veg type (4) I turned on Physiography/Phenoregion50 (5) 3 and 4 rendered, but 2 never came back to over-render as expected. Still checked, when I went back to toggle them off and on, they rendered immediately.
