QA decision making #29

The tool should be able to decide whether a package has passed the QA hurdle and ready to be promoted or not. This decision should be followed by a notification to BOSS.

We have a dummy decision making in place, which only checks the answer for 1 particular question. The proper solution would be to check all answers based on the specification and draw a conclusion after that.
