Upgrade selenium to 3.8.1 #15

Latest firefox (43.0) does not allow unsigned add-ons. https://github.com/SeleniumHQ/selenium/issues/1385 The issue seems to be fixed with latest selenium version 2.48.0

Firefox driver is broken in 2.48.(0,1,2) we need to downgrade.

Will upgrade to 3.8.1 and use headless browsers with drivers.
