This PR is to confirm the readiness of the lmu PyPi v0.1.0 alpha release. Changes made include:

Removing all inessential code (including various notebook examples, pre-determined weights, figures, etc.)
Adjusting the psMNIST notebook to be independently runnable
Ensuring versioning is as least-restricted and up-to-date as possible (as little upper caps on packages, tensorflow 2.0+, etc.)
Setting everything up with nengo-bones to ensure all required files are included

Also note that the Travis CI build is failing

Current build fail is only the result of a couple commit messages not following their style guide (will be fixed when commits are squashed). Code seems to pass the checks.
