Update browser favicon? #998

Could the favicon used by the GUI server be updated to reflect either the Nengo logo or something else new(er)? Part of the motivation is it would be nice to disambiguate the browser tab from that of https://forum.nengo.ai/ -- they are currently the same -- I tend to keep many tabs open and know what to click on by the icons. But maybe that's just me.

Yeah we should for sure. Would be nice to change it to whatever logo we decide on in https://github.com/nengo/design/pull/6.
