This supports the DVS camera in nengo-loihi, both live and from files. This branch is for NxSDK 0.8.7 (see the dvs branch for a 0.8.5 version).

Based on #226 and #234.

TODO:

[ ] Add tests of DVS functionality to test suite. Currently has only been tested in-situ.

Part of this was merged in #306. The other part will be merged in #307. I'll keep this branch around for reference; also see the dvs087-tcs branch for reference.
