Improve filter bar as the new design

@lexvand @byrman For filters on monitoring networks endpoint, we need to be able to filter monitoring networks based on:

• organisation
• observation type? (not clear whether we need it from the design and not sure how we can filter with observation type)
• Data type? (also not clear what the requirement is)

I think all of the above are not yet supported by the API.

For ordering of monitoring networks in the list, we need to be able to sort them by:

• Name of monitoring network
• Name of organisation

For now, I could not test if the above orderings have already been included in the API since I have only 1 example from the API response.
