[3Di]: Cannot add flood barrier when no water is shown on that location - 'Obstacle edit with id: 107 has state invalid - must be `valid`' (staging) #117

What happened?
I could not add a flood barrier to a model that was already running and had another flood barrier already.
(I added the first flood barrier before I let the model run.)
How to Reproduce?
I openen a model on the live site (grevelingenmeer - grevelingen_breach (2) #10)
I added a flood barrier in the main strain (up in the screenshot)
Then I let the model run for a short time.
I pauzed the model.
And then added another flood barrier (down in the screenshot).
The model would not start again.
Could it be because I added the flood barrier on a location where there was no water/flood?
If that is the case, what should happen then?
Should you be able to create a flood barrier there?
What did you expect and what was the actual result?
I expected that I would be able to create a flood barrier everywhere.
