Add column "decay coefficient" to table on substances page #572

In the current implementation, substances can be assigned a name and units. 3Di also supports setting a decay coefficient. Please add this functionality to the simulation wizard.

The other properties that the API has for substances are not yet implemented in the computational core, so those do not need to be added yet
