Add a widget for raster references in settings tables. In this ticket I use frict_coef_file in global_settings as an example, but this should be implemented for all raster references in all settings tables.
Preferably the type of widget that allows user to select raster layers from the qgis project and browse for rasters files (.tif) in the file system.
How to handle the file path that the user selects:
Path is e.g. C:\Temp\friction_final_revised_v3.tif
in frict_coef_file attribute of global_settings, write 'rasters\friction_final_revised_v3.tif'
copy file from C:\Temp\friction_final_revised_v3.tif to {geopackage parent dir}\rasters\friction_final_revised_v3.tif
