I feel one issue is currently with "formats" like CML/JCAMP/SciData. They somewhat belong into the schema category but are different from efforts that really specify what kind of data needs to be recorded.

I think my suggestion is to flatten the list a bit and remove the topic-specific headings and rely on the descriptions alone to specify e.g. organic reactions vs materials synthesis.
