fix: fix transfers and add dump bin #2558

Description of the Change

Fix installing gsutil in node docker image.
Fix client transfers and getSystemFee.
Fix minor Nep17 bugs.
Fix RPC server to return correct/expected info from 'gettransactionreceipt'.
Add node bin for dumping node data to GCP bucket.

Test Plan

Tested locally.

Alternate Designs

None.

Benefits

Bug fixes and transfers working better. Binary for dumping node data with GSUtil. Fixed node Dockerfile.

Possible Drawbacks

None.
