node: Neo-cli v2.12.2 Memory leak #819

Now we got a memory leak while node version upgrade to v2.12.2 .

Environments:

CPU: 4
Memory : 36GB
System: Ubutun 18.04

After we start the Node, we found the memory is fill up until creash.

spawn dotnet neo-cli.dll --rpc
