Add LoadEnvironmentOnly switch #1097

Add LoadEnvironmentOnly switch in seperate parameter set, but allow DisableLogging for both sets
Disable x86 relaunch in order to keep current session. All other relaunch conditions cannot be met
Exit script before main when LoadEnvironmentOnly is specified

Revised previous solution to simply skipping Main. This way we can allow environment variables to enable the skip.

Relaunch conditions might cause issues. Added note to param description

Removed previous environment variable approach. It would introduce possible issues with production use. Environment cleanup is performed after param eval.
