please allow HTTP proxy configuration #73

Please allow to change HTTP proxy settings.

Or mention in documentation, that neoclipse is using system proxy settings (for instance, on Windows it is IE's internet options)

We are just about to release a Neoclipse product based on Luna/Neo4j 2.x. Please understand that we will tackle new tasks only when this upgrade has taken place.
