Database fails to start or create in Windows10 Neo4j Desktop (v4.0.0 latest) #76

Adding a new graph with v4.0.0 fails are gives me the error:

Database failed to create: Error: Could not change password

Previously I have been using v3.5.12 with no issues and can still create new graphs with that version.
