Fixes #1599

This pull introduces/changes:

Separate migrations for schema-load and migrations update, this to allow the seabolt driver to load schemas.

The rubocop failures are a bit odd, I get the same "too many lines in block" (with the same offending value) even after removing a couple of blank lines, so I guess rubocop doesn't count them.
